Creates section 900.06 of Florida Statutes, titled the "Gay and Transgender Panic Legal Defense Prohibition Act"

Prohibits use of a nonviolent sexual advance or perceptions/beliefs about another person's sexual orientation, gender identity, or gender expression as a defense to any criminal offense

Bars such evidence from being used to excuse, justify, or mitigate the severity of criminal conduct during sentencing

Defines "gay and transgender panic legal defense" as a legal strategy asking a judge or jury to find that a victim's sexual orientation or gender identity caused the defendant's violent reaction

Takes effect July 1, 2021
