Deletes prohibitions on district school boards awarding annual contracts based on unauthorized contingencies or conditions, and altering their authority to award or not award annual contracts.

Defines "extended contract" as an employment contract lasting longer than 1 year but not exceeding 3 years for instructional personnel.

Authorizes district school boards to award extended contracts to instructional personnel who hold an active professional certificate, have received an "effective" or "highly effective" performance evaluation rating, and have not received an "unsatisfactory" rating within 3 years.

Applies existing suspension and dismissal procedures to instructional personnel on extended contracts, requiring just cause, written notice, and a hearing before the district school board within 60 days of appeal.

Takes effect July 1, 2021.
