Reduces the Coral Springs Improvement District Board of Supervisors from 5 members to 3 members, effective November 5, 2024, then expands back to 5 members elected by qualified district electors.

Converts board member selection from landowner-only voting to election by qualified electors (registered voters) of the district who are at least 18 years old, U.S. citizens, and permanent state residents.

Establishes staggered election terms with seats 1-3 serving 4 years and seats 4-5 serving 2 years at the first election in November 2024, then all subsequent terms of 4 years with elections every 2 years.

Requires candidates to pay a qualifying fee of 3 percent of annual office salary plus 1 percent election assessment, or submit a petition signed by 1 percent of qualified district electors.

Mandates a referendum on November 8, 2022, requiring majority approval by qualified district voters for the charter amendments to take effect.
