Reduces the North Springs Improvement District board from five to three members, effective November 5, 2030, with all members required to be residents of the district.

Establishes a transition schedule to elect board supervisors by qualified electors instead of landowners, with seat 3 transitioning June 1, 2026, seat 2 transitioning June 1, 2028, and seat 1 transitioning November 5, 2030.

Adds two new board seats (seats 4 and 5) effective November 5, 2030, elected at large by qualified electors of the district for 4-year terms, increasing the board to five members.

Requires a referendum election on November 5, 2024, asking voters whether the District Board of Supervisors should be elected by majority vote of qualified electors instead of landowners, with staggered elections every two years beginning in November 2026.

Redefines "qualified elector" to mean any person at least 18 years old who is a U.S. citizen, permanent state resident, and district resident registered to vote with the Broward County Supervisor of Elections.
