CS/HB 1505 Summary

• Establishes an automated consumer-first workforce system implemented by the Department of Education, Department of Children and Families, and Department of Economic Opportunity to improve coordination among one-stop partners and includes integrated management systems, job-matching information systems, and performance reporting.

• Requires any contracts entered into or renewed after July 1, 2021 for implementing the workforce system to be performance-based and mandates the Department of Economic Opportunity develop training for one-stop partners on system use and workforce program prequalification.

• Creates new definition for "work-based learning opportunity" requiring compliance with specified criteria including developmental appropriateness, learning objectives, workplace skills development, and performance assessment, with prioritization of paid experiences such as apprenticeships.

• Requires middle school career and education planning courses and high school character development curriculum (grades 9-12) to include instruction on resume creation including digital resumes, career pathways, employment interview skills, and workplace ethics.

• Establishes that Florida College System institutions and state universities must ensure student career service centers use state career planning resources and allow students to create digital resumes; requires student completion of at least one core course in each general education subject area before degree award beginning in 2022-2023.
