Designates specific areas in Broward and Miami-Dade counties as grandfathered-in anchoring limitation areas where vessels cannot anchor between one-half hour after sunset and one-half hour before sunrise.

Authorizes counties to establish additional anchoring limitation areas in densely populated urban waterways, limited to less than 100 acres each and not exceeding 10 percent of the county's navigable waterways in aggregate.

Prohibits vessels from anchoring more than 30 consecutive days in any 6-month period in county-established anchoring limitation areas, with exceptions for mechanical failure, severe weather, and special events.

Requires anchoring limitation areas to be marked with signs identifying the time restrictions and buoys marking boundaries, with county ordinances subject to Fish and Wildlife Conservation Commission approval.

Establishes civil penalties as noncriminal infractions: up to $50 for first offense, $100 for second offense, and $250 for third or subsequent offense; declares vessels with more than three violations within 12 months public nuisances subject to removal and impoundment.
