Requires every law enforcement agency in Florida to create an early intervention system to track and identify potentially damaging patterns of behavior by officers through risk indicators including complaints, disciplinary incidents, use of force incidents, arrests for resisting arrest, injuries, vehicle accidents, and civil litigation.

Mandates law enforcement agencies collect and report monthly data to the Department of Law Enforcement on use of force incidents resulting in death or serious bodily injury, including date, time, location, demographic information, officer names, type of force used, injury severity, and investigation outcomes.

Requires bimonthly reporting of all official public contacts by officers including perceived demographic information, traffic stop status, contact duration, reason, suspected crime, search actions, property seizures, weapon use, and unannounced residential entries with or without warrants.

Suspends state funding from the General Appropriations Act and state grant programs for 5 years for any non-compliant law enforcement agency, and authorizes local appropriating authorities to suspend agency funding until compliance is achieved.

Requires use of force data collection to comply with Federal Bureau of Investigation's National Use-of-Force Data Collection standards, effective July 1, 2021.
