HB 1531: Public Safety Innovation Act

• Renames the Criminal Justice Standards and Training Commission to the Public Safety Standards, Training, and Accreditation Commission and restructures its 19-member composition to include sheriffs, police chiefs, lower-ranked officers, mental health professionals, and community representatives.

• Requires all cities and counties to establish public safety departments with separate divisions for law enforcement, traffic enforcement, crisis response and intervention, and emergency dispatch by July 1, 2023.

• Creates a new traffic enforcement division staffed by non-law enforcement "traffic monitors" who can initiate stops for moving violations; limits law enforcement officers to stops only for violent felony warrants, serious traffic violations (reckless driving, racing, speeding 30+ mph over limit, DUI), or vehicle-related crimes.

• Establishes crisis response and intervention teams staffed by licensed mental health professionals to handle calls involving suicide attempts, mental illness, drug use, public intoxication, and trespassing without armed law enforcement, unless violence is involved.

• Prohibits law enforcement officers and crisis responders from carrying firearms; requires body and dashboard cameras; mandates quarterly data collection on demographics of stops/interactions to identify racial profiling; prevents citation quotas for traffic monitors; and allows interlocal agreements for regional service delivery.
