Allows parties to make offers of judgment that identify only the total amount of damages, with attorney fees and costs to be established later by agreement, court, or arbitrator.

Requires offerees to respond within 30 days of service and notify the offeror in writing of any grounds for challenging offer validity, or waive the right to object.

Permits offers of judgment on real property damage claims jointly owned by two insureds to require both insureds to jointly accept or reject the offer.

Defines "judgment obtained" differently for offers where attorney fees and costs are deferred: includes total damages but excludes any amount awarded for fees and costs.

Takes effect July 1, 2021 and applies to all offers of judgment served on or after that date.
