HB 1545 Summary

• Creates s. 900.06 requiring electronic recording of all custodial interrogations at places of detention for 17 serious offenses (murder, sexual battery, robbery, kidnapping, etc.), with exceptions for equipment failure, suspect refusal, and safety concerns.

• Establishes conditional medical release program (s. 945.0911) allowing inmates with terminal or severely debilitating conditions to be released before serving 85% of sentence, with panel review and revocation procedures.

• Establishes conditional aging inmate release program (s. 945.0912) for inmates age 65+ who have served 10+ years, with exclusions for serious violent crimes and sex offenses.

• Modifies juvenile sentencing law (s. 921.1402) to allow sentence review for juveniles previously ineligible due to prior murder convictions if the murders were in separate criminal transactions; creates young adult offender sentencing review provisions (s. 921.1403) for those committed under age 25.

• Makes conforming amendments to drug trafficking, violent crime, and sentencing statutes to reference new conditional release programs instead of repealed s. 947.149; effective October 1, 2021.
