Exempts portions of conditional medical release panel review hearings from public meeting requirements when the panel discusses exempt or confidential information, including protected health information under the Health Insurance Portability and Accountability Act.

Requires the panel to announce the closure, declare specific reasons in a public record, and record the entire closed hearing including commencement and termination times, all discussion, and names of persons present.

Makes confidential and exempt from disclosure any panel records containing exempt or confidential information used to determine conditional medical release appropriateness, as well as all recordings, transcripts, minutes, and notes from closed hearings.

Limits attendance at closed hearing portions to panel members, supporting staff, the inmate being considered, and licensed medical personnel testifying on exempt or confidential information.

Automatically repeals these exemptions on October 2, 2026, unless the Legislature reviews and reenacts them, and takes effect on the same date as HB 1545 or similar legislation.
