Exempts from public meeting requirements any portion of a panel review hearing discussing exempt or confidential information about inmates being considered for the conditional aging inmate release program

Requires the panel to announce the closure, declare specific reasons in a public document, and record the entire closed hearing including times, discussions, and names of persons present

Makes confidential and exempt from public disclosure any records the panel uses to determine conditional aging inmate release appropriateness, including audio/video recordings, transcripts, minutes, and notes from closed hearings

Restricts attendance at closed hearing portions to panel members, staff, the inmate, and licensed medical personnel providing testimony

Exemption automatically repeals on October 2, 2026, unless the Legislature reviews and reenacts it; effective date contingent on passage of HB 1545 or similar legislation
