• Designates the regional sewage treatment plant as the "Orlando Iron Bridge Wastewater Treatment Facility" (Ironbridge) and amends the charter of the South Seminole and North Orange County Wastewater Transmission Authority

• Revises governing board composition to include representatives from City of Maitland, City of Casselberry, City of Winter Park, City of Winter Springs, and Seminole County, each appointing one member and one alternate

• Establishes voting procedures where the first 50 votes are divided equally among board members and an additional 50 votes are apportioned based on wastewater capacity flow from each governmental entity

• Grants the Authority broad powers including contracting for a Director, constructing and maintaining wastewater transmission systems, fixing rates and charges, issuing revenue bonds, and requiring connections to the transmission system
