Expands Okaloosa Gas District's service territory to include all of Santa Rosa County and all of Walton County, with specified exceptions for certain municipalities and areas.

Excludes from the District's service area the corporate limits of Milton, Gulf Breeze, Jay, and DeFuniak Springs, plus defined surrounding areas and territories already served by those municipalities' gas systems.

Adds one board member appointed by each of the Santa Rosa County and Walton County Boards of County Commissioners to the District's Board of Directors, expanding the board beyond Okaloosa County representation.

Reduces the director's fee from $244 to $25 per meeting attended, with a maximum of one meeting per calendar month for which fees may be paid.

Permits the District to acquire gas supplies and operate transmission lines outside its service territory but prohibits constructing or operating distribution systems outside Santa Rosa, Okaloosa, or Walton Counties without special legislative authorization.
