• Creates special zones in Orlando called "Orlando Main Street Small Restaurant Incentive Areas" with detailed geographic boundaries covering multiple sections in Orange County.

• Authorizes the Division of Alcoholic Beverages and Tobacco to issue special alcoholic beverage licenses to restaurants in these areas that meet specific requirements: at least 1,800 square feet of contiguous space, capacity to serve 80 persons, and licensing by the Division of Hotels and Restaurants.

• Requires licensed restaurants to derive at least 51 percent of gross food and beverage revenue from food and nonalcoholic beverages during the first 60-day operating period and each subsequent 12-month period.

• Provides for license revocation or denial of permanent license applications if restaurants fail to meet the 51 percent revenue requirement; revoked/denied applicants are ineligible for similar licenses for 120 days.

• Takes effect upon becoming law.
