HB 5601 Summary

• Removes the $300,000 annual cap on start-up and enhancement grants for the Florida Postsecondary Comprehensive Transition Program, allowing grant amounts to be determined by the General Appropriations Act.

• Revises the William L. Boyd, IV, Effective Access to Student Education grant program by adding a requirement that students cannot have completed more than 110 percent of their degree program and requiring institutions to submit annual accountability reports to the Department of Education.

• Repeals the Access to Better Learning and Education Grant Program (s. 1009.891) and updates cross-references throughout related statutes.

• Expands state university compensation limits from administrative employees only to all state university employees, capping compensation at $200,000 annually from appropriated state funds, with exceptions for certain faculty in specialized fields and programs funded from non-appropriated sources.

• Takes effect July 1, 2021.
