Removes requirement that school districts and certified collective bargaining units for instructional personnel negotiate a memorandum of understanding before the 2019-2020 school year addressing teacher selection, placement, and expectations.

Eliminates requirement for employee organizations to include specific information in their registration renewal applications, including the number of eligible employees and breakdown of dues-paying versus non-dues-paying members.

Removes requirement that employee organizations with less than 50 percent dues-paying membership must petition the Public Employees Relations Commission for recertification as the exclusive bargaining representative.

Maintains existing provisions allowing school districts to provide incentives to high-quality teachers and assign them to low-performing schools despite collective bargaining provisions.

Takes effect July 1, 2021.
