Removes the requirement for full payment of fines or fees ordered by the court as part of a sentence to restore voting rights for felons.

Allows completion of community service hours to count as completion of financial obligations when the court converts a financial obligation to community service.

Specifies that financial obligations are only those amounts specifically ordered by the court at sentencing and do not include fines, fees, or costs accrued after the sentencing order date.

Provides that conversion of a financial obligation to a civil lien does not constitute completion of the payment requirement for voting rights restoration.

Takes effect July 1, 2021.
