City of Lakeland authorized to appropriate $312,500 to compensate Reginald Jackson for injuries sustained from negligence of Lakeland Police Officer Mike Cochran on October 18, 2001.

Officer Cochran shot Jackson with a .45 caliber bullet through his vehicle windshield, striking Jackson in the neck and exiting through his back, after Jackson backed up his vehicle during an arrest attempt.

Circuit Court jury awarded Jackson $412,500 in damages; Jackson collected only $100,000 under Florida Statutes section 768.28 limits, with this bill providing the remaining $312,500.

Payment and amount awarded under this act constitute sole compensation for all present and future claims arising from the shooting incident.

Attorney fees relating to this claim limited to 25 percent of the amount awarded under this act.
