Prohibits greyhound permitholders from conducting live racing; authorizes jai alai, harness horse racing, and quarter horse racing permitholders to elect not to conduct live racing or games; requires thoroughbred permitholders to conduct live racing.

Permits that do not conduct live racing or games retain pari-mutuel facility status and remain eligible for slot machine licenses, cardroom licenses, and intertrack wagering/simulcasting privileges.

Prohibits persons convicted of bookmaking from attending pari-mutuel facilities for 2 years after conviction; requires facility employees to report unlawful activities; mandates permittees display bookmaking prohibition warnings.

Restricts issuance of new pari-mutuel facility, cardroom, and slot machine facility licenses to those facilities that held operating licenses on January 1, 2021.

Takes effect July 1, 2021, contingent upon HB 7053 or similar legislation becoming law in the same legislative session.
