Creates an online dashboard by January 1, 2022 showing state university graduates' post-graduation median salaries (1, 5, and 10 years), median student loan debt, debt-to-income ratios, monthly loan payments as percentage of income, and percentage continuing education beyond bachelor's degree.

Requires state universities to adopt procedures placing holds on undergraduate students' registration until they complete career center registration, career readiness training, and acknowledge awareness of employment and wage prospects for their declared major.

Directs the Board of Governors, State Board of Education, and Independent Colleges and Universities of Florida to publish lists by December 31, 2021 of certificate and degree programs that do not lead directly to employment, including occupations, job openings, job growth estimates, and wages.

Revises distribution formulas for Florida Public Student Assistance Grant Program, Florida Private Student Assistance Grant Program, and Florida Postsecondary Student Assistance Grant Program by removing provisions for trust fund deposits and carryforward of unused funds.

Expands eligibility for Florida Academic Scholars and Florida Medallion Scholars awards to include students with associate degrees (3.5 and 3.0 GPA respectively) or Advanced Placement Capstone Diplomas earned before high school graduation; changes award amounts to be specified in General Appropriations Act rather than set percentages.
