Repeals the Multi-use Corridors of Regional Economic Significance Program (s. 338.2278) and related funding provisions beginning July 1, 2023.

Requires $35 million annually from increased vehicle registration revenues be transferred to Florida's Turnpike Enterprise beginning in fiscal year 2013-2014 for up to 30 years for feeder roads, interchanges, and access improvements to the existing turnpike system.

Creates new statutory framework (ss. 339.66-339.68) authorizing the Department of Transportation to upgrade arterial highways with controlled access facilities, including tolled or nontolled limited access alignments, while maintaining existing nontolled general use lanes and access points.

Requires the department to develop controlled access facilities on U.S. 19 from Suncoast Parkway 2 to Interstate 10 in Madison County by December 31, 2035, and to fund at least $20 million annually for widening two-lane arterial rural roads to four lanes where truck traffic exceeds 15 percent.

Directs the department to commence project development and environmental review for an extension of the Florida Turnpike north from Wildwood and submit a status report to the Governor and Legislature by December 31, 2022.
