Authorizes licensed food service establishments (with special licenses under s. 561.20) to sell or deliver alcoholic beverages in sealed containers for off-premises consumption, provided the sale is accompanied by a food order within the same transaction

Requires that alcoholic beverages prepared by a vendor for off-premises consumption be placed in a securely sealed container with an unbroken seal, then placed in a bag or container that visibly shows if opened or tampered with, accompanied by a dated receipt for the food and beverage

Prohibits any person under 21 from delivering alcoholic beverages on behalf of a vendor, and requires vendors or their agents/employees to verify the age of any person making deliveries before allowing them to take possession of alcoholic beverages

Relaxes the requirement for patrons removing a partially consumed bottle of wine from a restaurant, eliminating the previous mandate that a "full course meal consisting of a salad or vegetable, entree, a beverage, and bread" be purchased — now only requiring the purchase of a meal

Specifies that alcoholic beverages sealed by a licensee and transported under these provisions are not considered open containers under Florida's prohibition on open containers in vehicles, and requires non-manufacturer-sealed beverages to be placed in a locked compartment or trunk during transport; effective July 1, 2021
