Prohibits local land development regulations governing building design elements from being applied to single-family or two-family dwellings in Florida, effective July 1, 2021

"Building design elements" is defined to include exterior color, cladding material, roof style, architectural ornamentation, window/door styling and placement, garage location/orientation, number/type of rooms, and interior layout

Exceptions allow building design regulations for dwellings listed in or located within National Register Historic Places/Districts, locally designated historic properties/districts, community redevelopment areas, or planned unit developments/master planned communities created by local ordinance on or before July 1, 2021

Regulations implementing the National Flood Insurance Program or adopted pursuant to Chapter 553 (Florida Building Code) are also exempt from the prohibition

Does not affect the validity or enforceability of private covenants or other contractual agreements (such as HOA rules) relating to building design elements, and does not restrict local regulation of building height, bulk, orientation, lot placement, or buffering/screening requirements
