Repeals multiple Florida Statutes provisions that expired or became inoperative by their own terms during 2020, including sections related to servicemember information exemptions, the Women's Suffrage Centennial Commission, the Family Empowerment Scholarship Program implementation schedule, and health access dental licenses

Removes the expired dispensing facility cap provisions for medical marijuana treatment centers (s. 381.986), which had limited each center to a statewide maximum of 25 dispensing facilities with regional distribution requirements and expired April 1, 2020

Deletes the expired law enforcement warning-only period (October 1–December 31, 2019) for handheld wireless device use in school and work zones, retaining only the citation enforcement provision effective January 1, 2020

Repeals expired provisions related to the Intermodal Logistics Center Infrastructure Support Program ($5 million/year from the State Transportation Trust Fund), FEMA disaster declaration DR-4399 project funding, advanced practice registered nurse licensure transition, and cohort graduation requirement transitions

Amends ss. 1002.3105 and 1003.5716 to conform cross-references to the repeal of s. 1003.4282(9) regarding graduation requirements, and takes effect on the 60th day after legislative adjournment
