Requires the Florida Legislature to adjust federal decennial census population counts by reassigning prisoners to their last residential address before incarceration, rather than counting them at the correctional facility where they reside during the census

Mandates adjustments to all relevant population counts, including by age, gender, and race, and requires removal of prisoners from the population counts of geographic units containing correctional facilities

Requires the Department of Corrections to submit a report to the Legislature by June 1 of each decennial census year listing each prisoner's name, age, gender, race, facility location, and last pre-incarceration address

Directs the Secretary of Corrections to request federal facility operators in Florida to provide the same prisoner demographic and address information for federally incarcerated individuals

Applies adjusted census figures to all legislative acts based on population and all constitutional apportionments
