Authorizes the Fish and Wildlife Conservation Commission to invest and reinvest funds and interest from multiple trust funds, including the Marine Resources Conservation Trust Fund, Nongame Wildlife Trust Fund, State Game Trust Fund, Save the Manatee Trust Fund, and Invasive Plant Control Trust Fund

Expands allowable uses of the Florida Panther Research and Management Trust Fund to include commission administrative costs and marketing of the Florida panther license plate, in addition to existing panther protection, education, and reestablishment purposes

Permits Save the Manatee Trust Fund revenues from manatee license plate sales to be used for commission administrative costs, and removes the restriction that limited marketing expenditures to plates issued after June 30, 2007

Allows Invasive Plant Control Trust Fund money to be used for commission administrative costs in addition to previously authorized purposes

Removes the provision in the State Game Trust Fund statute that restricted expenditures to only the purposes explicitly listed, broadening the commission's spending discretion; effective date of July 1, 2021
