SB 610 – Collective Bargaining for Instructional Personnel (Florida 2021)

• Removes the requirement that each school district and its certified collective bargaining unit for instructional personnel negotiate a memorandum of understanding addressing selection, placement, and expectations of staff and principal autonomy before the 2019-2020 school year
• Eliminates the requirement that employee organizations certified as bargaining agents for instructional personnel report the number of eligible employees, dues-paying members, and non-dues-paying members in their registration renewal applications
• Removes the mandate that employee organizations with dues-paying membership below 50% of eligible employees petition the Public Employees Relations Commission for recertification or face revocation of certification
• Preserves the existing provision that collective bargaining agreements may not preclude school districts from providing incentives to high-quality teachers or assigning them to low-performing schools
• Sponsored by Senator Stewart with a proposed effective date of July 1, 2021
