Updates notarization requirements for notices of commencement and notices of nonpayment to accommodate both physical presence and online notarization, and revises the notice of commencement form to separately list owner and lessee information with phone numbers

Authorizes attorney fees in actions to enforce a lien that has been transferred to security, permits full or partial release of a lien by recorded satisfaction, and establishes that service of documents under the construction lien statutes must follow the methods specified in s. 713.18, effective July 1, 2021
