Caps the total number of specialty license plates at 150, prohibiting the Department of Highway Safety and Motor Vehicles from issuing any new plates until enough are discontinued to stay at or below that limit, and allows credits or refunds of annual use fees for voucher purchasers of deauthorized or unissued plates

Creates seven new specialty license plates: Florida State Parks, Honor Flight, Biscayne Bay, Disease Prevention & Early Detection, Protect Marine Wildlife, 30A.com/Scenic Walton, and Support Healthcare Heroes, each with designated nonprofit or government fund recipients and up to 10 percent of fees allowed for marketing and administration

Overhauls the Florida Indian River Lagoon license plate by transferring administration of funds from the St. Johns River Water Management District to the IRL Council, updating the plate design, and expanding eligible project areas to include monitoring and tributaries within the Indian River Lagoon watershed

Revises Divine Nine license plate provisions by requiring purchasers to prove membership in the corresponding fraternity or sorority, allowing personalization, prohibiting transfer between vehicle owners, and redirecting 10 percent of proceeds to the Association to Preserve African American Society, History and Tradition, Inc. for plate marketing

Authorizes a new Army of Occupation special license plate for veterans permanently assigned to overseas occupation forces during the Cold War (May 9, 1945 – October 2, 1990), and removes the pre-2021 service requirement for former Senate Presidents and House Speakers seeking special plates, effective October 1, 2021
