Requires the Florida Department of Children and Families to certify and monitor batterers' intervention programs serving individuals adjudged to have committed domestic violence, those subject to protective injunctions, department referrals, and voluntary attendees

Mandates programs meet detailed safety requirements including level 2 background screening for all personnel, prohibition on employing domestic violence perpetrators, victim notification procedures, and coordination with criminal justice and social service agencies

Requires programs to be at least 29 weeks long with a minimum of 24 weekly group sessions of at least 90 minutes each, with group sizes capped at 24 participants (with 2 facilitators) or 15 participants (with 1 facilitator), and all participants must be the same gender

Prohibits program content from including couples/marriage/family therapy, anger management techniques identifying anger as the cause of domestic violence, fair fighting instruction, or any technique requiring victim participation

Requires the department to annually review certified programs for compliance, authorizes rejection or suspension of certification for noncompliance, and mandates courts be provided an annual list of certified programs and immediate notification of any certification suspensions
