Authorizes state universities and Florida College System institutions to solicit applications and sponsor charter schools to meet regional education or workforce demands, with the Department of Education's approval, and establishes these institutions as local educational agencies for federal funding purposes

Creates the "Fairness in Women's Sports Act," requiring athletic teams at public secondary schools and postsecondary institutions to be designated by biological sex at birth, prohibiting male students from competing on teams designated for females, and establishing a private cause of action with a 2-year statute of limitations for violations

Expands charter school operational flexibility by allowing curriculum changes consistent with state standards to be deemed approved, permitting high-performing charter schools to submit two applications at a time for new schools, and requiring school districts that fail to implement court-affirmed decisions to reduce administrative fees to 1 percent for all charter schools in the district

Allows parents or guardians to request that K-5 students be retained in their current grade level for the 2021-2022 school year for academic reasons related to the COVID-19 pandemic, with the parent's decision controlling after discussion with the school principal

Requires public schools beginning in 2022-2023 to provide parents enrolling children with information on water safety education courses and swimming lessons, and delays the effective date of intercollegiate athlete compensation provisions from July 1, 2021, to July 1, 2022
