Amends Florida Statute 627.0613 to expand the powers of the state's insurance consumer advocate, who is appointed by the Chief Financial Officer to represent the general public before the Department of Financial Services and the Office of Insurance Regulation

Authorizes the insurance consumer advocate to collect information from any entity holding a certificate of authority issued by the Office of Insurance Regulation, provided the information relates to subject matter necessary to carry out the advocate's duties

Allows the consumer advocate to include trade secret information in aggregate data collections, unless the trade secret information can be individually extrapolated, in which case it remains protected under existing law (s. 624.4213)
