Authorizes municipalities and counties to abandon roads and rights-of-way in recorded residential subdivision plats and convey them to community development districts for conversion to gated neighborhoods with monitored public access, subject to interlocal agreements requiring maintenance to municipal/county standards and reserve studies every 5 years

Establishes fines of $200 for a first offense and $500 for subsequent offenses for motor vehicle noise abatement equipment modification violations, and authorizes flashing green, amber, and red lights on construction equipment in work zones with speed limits of 55 mph or higher

Repeals Part III of Chapter 343, dissolving the Northwest Florida Transportation Corridor Authority and requiring it to discharge liabilities, settle affairs, and distribute assets proportionally to local governments that contributed to asset acquisition

Prohibits local ballot initiatives or referendums from restricting maritime commerce at Florida seaports — including restrictions based on vessel type, size, passenger origin, or cargo — and declares any such measures void and expressly preempted to the state, effective July 1, 2021

Restructures the State Arbitration Board for resolving construction/maintenance contract disputes with the Department of Transportation, mandating arbitration for claims up to $250,000 and allowing voluntary arbitration for claims up to $1 million (or $2 million by agreement), with board members compensated at $200/hour up to $1,500/day
