Changes the Secretary of State from an appointed position (confirmed by the Senate) to an elected statewide office on the same ballot as the Governor, with a 4-year term beginning the first Tuesday after the first Monday in January following the election.

Allows same-day voter registration and voting on election day or at early voting sites for persons who meet voter qualifications and provide required registration information.

Repeals voter registration book-closing deadlines and late registration provisions, instead allowing registration and provisional ballot canvassing with proper documentation submitted within a reasonable timeframe after an election.

Designates General Election Day as a paid holiday, allowing electors to absent themselves from work without penalty or pay reduction to vote.

Makes changes to vote-by-mail procedures including extending the request deadline to the 11th day before an election, allowing signature or last four digits of Social Security number verification, and extending cure affidavit deadlines to a "reasonable amount of time" after the election.

Modifies ballot candidate ordering to use random ordering rather than placing candidates from the highest-polling party first.
