Renames South Dixie Highway/U.S. 1/S.R. 5 from the Miami-Dade/Monroe County line to S.R. 9A/I-95 Northbound as "South Harriet Tubman Highway/U.S. 1/S.R. 5"

Renames West Dixie Highway/S.R. 909 from N.E. 119th Street to N.E. 163rd Street as "West Harriet Tubman Highway/S.R. 909"

Requires affected municipalities to hold a public hearing and approve the renaming before signage is installed within their jurisdiction

Directs the Department of Transportation to implement the renaming using existing budgeted funds and maintain former road names as aliases during a transition period until signage is fully replaced

Prohibits persons and entities from being required to update state driver licenses, identification cards, permits, registrations, or similar authorizations due to the name changes until normal expiration or renewal
