Requires tax revenues exceeding fiscal year 2020-2021 net collections to be allocated to the Florida Education Finance Program as supplemental funding rather than replacement funding.

Creates the Teach to Lead Program funded through the additional tax revenue allocated to the Florida Education Finance Program.

Establishes four program goals: transform teacher effectiveness through expanded leadership opportunities, improve student achievement and equity, increase teacher involvement in policy development, and create pathways for teacher leadership.

Takes effect July 1, 2021, contingent upon passage and enactment of similar legislation (SB___) in the same legislative session or extension.
