Adds 911 public safety telecommunicators to the definition of "first responder" in section 112.1815, extending workers' compensation benefits eligibility to them and volunteer telecommunicators.

Creates a new Special Risk Class category (effective July 1, 2021) for members employed as 911 public safety telecommunicators under section 121.0515 of the Florida Retirement System.

Establishes 25 years of creditable service as the requirement for full retirement eligibility without penalty for 911 public safety telecommunicators.

Specifies that retirement benefits for 911 public safety telecommunicators shall be calculated according to Regular Class benefit provisions rather than Special Risk Class provisions.

Declares that the act fulfills an important state interest in providing fair, adequate, and actuarially sound retirement benefits to state and local government employees and their dependents.
