Requires state agencies to award competitively solicited contracts for commodities or contractual services only to vendors who agree to use certified minority, woman-owned, or veteran-owned business enterprises as subcontractors or subvendors for at least 30 percent of the contract value.

Mandates that agencies determine the required percentage of subcontracting funds before making contracts available for bidding.

Requires vendors to identify certified minority, woman-owned, or veteran-owned business enterprise subcontractors or subvendors by sworn statement when bidding on eligible contracts.

Requires contractors to report by sworn statement the payments and completion of work for all certified minority, woman-owned, or veteran-owned business enterprises used in the contract at the time of performance or project completion.

Effective date: July 1, 2021.
