Requires school districts to provide live remote instruction as an option for all public schools for a term of 180 days or equivalent on an hourly basis as specified by state board rules.

Counts students attending via live remote attendance equally toward class size maximums as students attending in person.

Allows students to satisfy regular school attendance requirements through live remote attendance pursuant to state board rules, which must include methods to monitor progress and provide intervention for struggling students.

Exempts parents from responsibility for student nonattendance when absences result from software, connectivity, or other computer or technical problems beyond the parent's control.

Expands entities authorized to develop professional development systems to include public or private colleges or universities with approved teacher training programs.
