Creates the Uninsured Vehicle Enforcement Program administered by the Department of Highway Safety and Motor Vehicles to increase compliance with motor vehicle insurance requirements through automatic license plate reader systems.

Authorizes installation of automatic license plate reader systems on state infrastructure (traffic signal poles, bridges, overpasses) and allows counties and municipalities to install such systems on local streets and highways in coordination with state departments.

Permits law enforcement to verify via sworn affidavit that vehicles identified by license plate readers are uninsured, with the affidavit constituting probable cause for prosecution.

Restricts use of collected license plate data to traffic safety and traffic monitoring purposes only, prohibits sale or sharing of data except as authorized, and requires deletion of data once no longer needed as evidence.

Requires the Department of Highway Safety and Motor Vehicles to publish annual reports by September 15 on program operations, effectiveness, and recommendations for improvement, distributed to the President of the Senate and Speaker of the House.
