Creates section 403.08723, Florida Statutes, defining "greenhouse gas" to include carbon dioxide, methane, nitrous oxide, sulfur hexafluoride, hydrofluorocarbon, and perfluorocarbon.

Prohibits state agencies from adopting or enforcing state or regional programs to regulate greenhouse gas emissions for addressing atmospheric temperature changes without specific legislative authorization.

Restrictions apply to state plans developed under specified federal Clean Air Act provisions, low carbon fuel standards, and programs regulating mobile or stationary sources, greenhouse gas taxes or fees, or greenhouse gas trading.

Prohibits state or regional greenhouse gas programs prompted by U.S. participation in international treaties, executive agreements, interstate compacts, or agreements.

Takes effect July 1, 2021.
