Proposes amending Section 5 of Article XI of the Florida State Constitution to increase the voter approval threshold for constitutional amendments and revisions from 60 percent to 66⅔ percent.

Creates an exception allowing repeals of existing constitutional amendments or revisions to require only the same percentage of voter approval that was originally required when the amendment or revision was initially passed.

Requires submission of the proposed amendment to Florida electors for approval at the next general election or an earlier special election as authorized by law.

Mandates publication of the proposed amendment in at least one newspaper of general circulation in each county during the tenth week and sixth week immediately preceding the election.
