Modifies Tier 3 scoring criteria for beach project funding priorities by clarifying that recreational benefits are assessed based on accessible beach area added "as applicable"

Establishes a minimum annual appropriation of $100 million (or the total amount requested, whichever is less) from the Land Acquisition Trust Fund to the Department of Environmental Protection for beach and inlet management projects under the Beach Management Funding Assistance Program

Requires beach and inlet management funds to be awarded according to the scoring system and provisions in section 161.101

Removes a temporary provision that allowed alternative funding appropriations for the 2020-2021 fiscal year, making the beach funding requirement permanent

Takes effect July 1, 2021
