Creates section 430.84 of Florida Statutes to establish a state PACE program under the oversight of the Agency for Health Care Administration in consultation with the Department of Elderly Affairs.

Requires the agency to review and consider PACE applications on a continuous basis, with notice published in the Florida Administrative Register, and establishes specific application requirements including evidence of federal compliance, market studies, and business plans.

Restricts PACE organization approval to one entity per unique geographic service area, with existing organizations seeking new service areas subject to the same application requirements as new applicants.

Requires prospective PACE organizations to submit complete federal applications to CMS and the state agency within 12 months of initial state approval, or the approval becomes void.

Mandates all PACE organizations comply with CMS and state quality standards, and exempts PACE organizations from chapter 641 requirements, with the agency responsible for ongoing oversight and monitoring.
