Increases income eligibility limit for Florida Kidcare program coverage from 200 percent to 300 percent of the federal poverty level across all program components (Medikids, Healthy Kids, and Children's Medical Services).

Requires applicants to provide specified documentation (proof of income, employer health benefit plan information, clinical screening) when the program cannot verify eligibility through reliable data sources per federal requirements.

Authorizes the Agency for Health Care Administration to seek federal waiver approval and submit state plan amendments necessary to implement the act.

Requires graduated family contribution rates for newly qualifying families: minimum $30 per month for families at 200-250 percent of poverty level and minimum $40 per month for families at 250-300 percent of poverty level.

Mandates the agency increase income eligibility limits incrementally to 220 percent for fiscal year 2021-2022, then increase by 20 percent each fiscal year thereafter until reaching 300 percent of the federal poverty level, contingent on federal waiver approval.
