Expands the definition of illegal racing to include activities on highways, roadways, and parking lots, and introduces the term "organized ride" (more than three motor vehicles causing traffic to slow or stop).

Prohibits coordinating races via social media, operating vehicles to film or record racing activities, carrying fuel for racing vehicles, and participating in organized rides.

Expands the definition of "spectator" to include persons filming, recording, or posting on social media, and makes it a noncriminal traffic infraction to be a spectator at any prohibited race or organized ride.

Establishes escalating penalties: first violation results in $500-$1,000 fine and 1-year license revocation; second violation within 5 years results in $1,000-$3,000 fine and 2-year revocation; third or subsequent violation results in $2,000-$5,000 fine and 4-year revocation.

Authorizes law enforcement to arrest without a warrant for violations, impound vehicles for 30 business days, and seize and forfeit vehicles used in racing by repeat offenders.
