Requires the Office of Economic and Demographic Research to include analysis of inland and coastal flood control in its annual water resources assessment, beginning in 2021 and at least every 5 years thereafter.

The analysis must examine future expenditures by federal, state, regional, and local governments needed to improve resilience to sea-level rise, high-tide events, storm surge, flash floods, stormwater runoff, and increased rainfall over a 50-year or longer planning period.

Requires the analysis to identify gaps between projected and estimated revenues, expenditures, and funding needs for flood control infrastructure and resilience improvements.

Mandates that water management districts, Department of Environmental Protection, Department of Agriculture and Consumer Services, Fish and Wildlife Conservation Commission, counties, municipalities, and special districts provide assistance and data access to support the assessment.

Assessment results must be submitted to the President of the Senate and Speaker of the House of Representatives by January 1 of each year.
