Permits landowners with development orders existing before a municipality's incorporation to abandon those orders and develop under the municipality's comprehensive plan and land development regulations while maintaining vested density, intensity, and concurrency obligations.

Increases the acreage threshold for small scale development amendments from 10 acres to 50 acres.

Doubles the acreage limit for small scale development amendments in rural areas of opportunity from 10 acres to 20 acres, with certification requirement that the amendment furthers economic development objectives.
