Amends Florida law to add hybrid vehicles (in addition to electric vehicles) to motor vehicle licensing provisions.

Requires the Department of Highway Safety and Motor Vehicles to publish notice when electric and hybrid vehicles comprise 5 percent or more of total registered vehicles in the state.

Beginning January 1 of the year following the 5 percent threshold notice, imposes a $200 annual fee on electric vehicles and a $50 annual fee on hybrid vehicles, with proceeds deposited to the State Transportation Trust Fund.

Requires annual adjustment of these fees based on the percentage change in the Consumer Price Index (12-month period ending September 30) and rounding to the nearest tenth of a cent.

Takes effect July 1, 2021.
